Mr. Putin’s dismaying assertion of a Slobodan Milosevic-style right to “protect” ethnic Russians and Russian-speakers beyond his borders has stoked fears of bloody meddling in neighboring countries such as the Baltics and Kazakhstan.

But the most plausible explanation of Mr. Putin’s behavior is even more unnerving: He’s winging it, and when things get difficult, he tends to double down.

тут надо обратить внимане на несколько деталей:

. упомянут Милошевич (это WSJ, а не какая-то подзаборная газетенка)
. использование сленга (winging it, double down)
. кто автор: Mr. Weiss is vice president for studies at the Carnegie Endowment.
