по-моему за 400 лет не изменилось ровным счетом ни хера, так что не знаю, что он имеет в виду под modern concept of neutrality. все нейтральные страны выполняют какую-то функцию, нужную обеим воюющим сторонам. иначе их нейтралитет не продержался бы ни минуты.
